Drop Chance is for a book. There are 11 possible books. If you only want 1 type of book its the chance / 11.
Many of these sources also drop Treasure Maps for another chance for Applied Technique books. Feybreak Dungeons have a 10% Drop rate for Legendary Treasure maps, as an example.

The drop rate varies by region.
