Pve Overview.

A bulky mid game pal. The exclusive attack + Sand Tornado is a decent combo against some electric bosses until you get a Knocklem.

Where digtoise really shines is as a early work lv 3 mining pal if you are not stopping to breed. When you unlock the breeding farm at level 19 you can catch a couple of digtoise in the Anubis desert while waiting for eggs. They will be good until you start breeding Astegons.
